Abstract
This report was compiled by a group of six Tihei Mauri Ora second year Bachelor of Nursing students from the Waikato Institute of Technology, working in collaboration with Te Runanga o Kirikiriroa.

To provide accessible and appropriate health care within Aotearoa, the Ministry of Health (2001) propose the implementation of the Primary Health Care Strategy (PHCS). The PHCS aims to improve the health of all New Zealanders to reduce health inequalities by moving to a system where services are co-ordinated around the needs of a defined group of people. Primary Health Organisations (PHOs) will be organisations of providers working with their communities to achieve this. The literature review looks at the proposed health system, reveals the role of PHOs and discusses the principles within Primary Health Care (PHC).

The project purpose was to identify any possible gaps in service provision including appropriateness, accessibility and services offered within the Melville community. Although the focus was on the Melville community, our specific interest was to those health issues and needs pertaining to Maaori. The literature review identifies a Maaori Model of Health and discusses dimensions necessary for overall well being. It includes a human needs model identifying factors necessary for human existence. The principles within Te Tiriti o Waitangi are identified, and the recognition of the importance of Te Tiriti o Waitangi, in relation to the New Zealand Health Strategy Discussion Document (NZHSDD) 2000, are discussed. These have all been referred to by Te Runanga o Kirikirroa within their document “Expressions of Interest”.

Te Runanga o Kirikiriroa seeks to drive the establishment of a Maaori/Pacific Island (PI) PHO to improve the holistic well being of Maaori and Pacific Island peoples living within the city of Kirikiriroa. The report includes this proposed PHO structure. Based on a 5-ward system (previously Hamilton City Council Wards) Te Runanga o Kirikiriroa supports six wards including a Pacific Island group within Kirikiriroa. For the purposes of this report it was decided that a specific ward would be the focus as opposed to Kirikiriroa as a whole. The chosen ward as specified above was the Melville community.

In order to attain answers from both a community and organisation perspective two interview schedules were developed as data collection tools. The focus of these interview schedules was to identify the aims outlined in our project purpose.

The research methods, ethical considerations, findings and recommendations are discussed and presented within this report.
